it is actually part of a strategy the second part of it is the narrative of Islam that governance has to be just and it has to be for the rulers themselves not to to capture power for themselves but you actually use the state as an instrument to distribute wealth and to help the poorest of the poor one of the big problems in terms of Africa when you look at these issues and if you take for example Nigeria between four and eight billion dollars billion dollars a year isn’t been told by politicians instead of providing for the needs of the people so then that also feeds into the narrative that the state is unjust and by extension the secular state is unjust an Islamic state is supposed to be providing for the needs of the other people at least in terms of islamic sharia law I’m not implying that that is what happens in practice
